I've been there twice in the past several weeks. Can't really comment on whether they are letting 4WDs out to the point because I wasn't paying much attention. I don't have 4WD so I walk out there. I did see vehicles out there around mid-June, if that helps. Call the Nat'l Seashore Office for the real skinny.
Didn't see any nesting plovers or terns, but they're easy to miss.
There are definitely sand eels around, but I haven't seen any in close lately. All hits were a LONG cast out.
