Massachusetts Law -CMR-Chapter 91 guarantees the right to all citizens to "Fish,
Fowl or Navigate between high and low water lines" along the ocean's edge. Doing
the lawn chair and cooler routine is stretching the letter of the law but fishing
along the beach is a legal right. You'd be hard pressed not to be able to legally
fish in intertidal areas anywhee along the Mass coast. Parking is another issue
but access to and along the water should be a given. Copies of the Chapter 91
