What's the drill for fluke on a fly?

Dave Peros writes in this week's Cape and Island fishwire that fly fishers from Cotuit to Centerville and around Nantucket's Great Point are fishing for fluke with clousers.

I've only caught one fluke in my life, and that was by accident while trolling a kastmaster accidently over the hump of Horseshoe Shoal.

Questions are this: what's the technique? Does the fly have to lay on the bottom? Do the fluke rise off the bottom to take the fly? Where does one look? In deep water? Fast moving water? Sand? Weeds? Sinking lines? No, slow or fast retrieve.
