Top of the Tide? - Help

Need a little nomenclature assistance. I was discussing fishing (obviously)
to a fellow fly fisherman and he kept mentioning the 'top of the tide'. Not
to sound too ignorant I didn't question it, but was curious what this means.
For example, I assumed the top of a high tide at 08:00 would be from
05:00 to 08:00. Then, assuming the low was at roughly 14:00, what would the
top of the low be? 11:00 - 14:00? Or would this be the 'bottom' of the low?
Any assistance appreciated
