Actually, "slack" water refers to tidal current, during the period in which there is no horizontal flow. The "stand" of the tide refers to the period of time in which there is no change in the height of the tide. This happens at the "top" of the high tide and at "dead low". When the tidal current is flowing in it is said to be on a "flood". When it is flowing out it is "ebb".
