I believe the stripers are as you describe, swimming right along the bottom,
grubbing for food in the weeds. The ones I caught wwre all hooked in the bottom lip and were all hooked when the jig was down or still.
My guess is that there is little bait on the beachfront yet, and as a result they are
vacuuming various tidbits out of the rocks and weeds.
