Larry-n this is the position I presented for CCA-Massachusetts at the "Public Hearing" at Gloucester. When I presented it, Phil Coates became somewhat defensive and basically told me he wouldn't even consider it without explaining (to my satisfaction) why he was opposed to it. We wanted to see a 24-28 inch slot with one over 40". This remains the official position of CCA-Massachusetts and I think makes the most sense for the resource and recreational fishermen.
