Anyways - what if there isn't a witness - I tend to fish alone eithe ron shore or
by boat and in off hours. Granted the chances are slim, but if Mr. Richardson met up w/ a 12 pound bonito I might also.
Say its 7AM Thurs and there is not a boat in sight - do I just bring it to the nearest weighmaster or do I need to find someone to say they saw me in my boat w/ the fish at xxx at whatever time?
